    Improving SMEs' guidance within public innovation supports

    In the eighties, public bodies became aware of the importance of the SMEs in the regional economic development. In order to stimulate their innovativeness and to overcome their inward limits, public policies set up innovation agencies all over European countries. Criticisms arose after ten years of existence because of their low usefulness. This article aims to develop a better understanding of the relationship between SMEs and innovation agencies (RTTAs – Regional Technology Transfer Agencies) : it presents the implementation of a management scheme which experimented new solutions, in French SMEs, to overcome previous gaps. Our article seeks to enrich researches exploring the links between the SME and the RTTA ; it advocates new principles to improve SMEs' guidance in innovation processes.

    Cet article est consacré à l'analyse du processus de création d'un dispositif innovant de sensibilisation à l'entrepreneuriat, dans le cadre d'une maison de l'entrepreneuriat pilotée par une université française. Après un rappel des facteurs contextuels, les modalités retenues pour le management du projet sont exposées ; puis sont abordées les questions soulevées, à partir des différentes dimensions constitutives du projet (objectifs poursuivis, public ciblé, outils et démarche proposés). Enfin, une analyse réflexive portée sur la démarche permet d'engager une discussion autour des difficultés rencontrées et sur les problématiques posées par le développement de la culture entrepreneuriale3 dans un contexte de négociation réticulaire.

In this context, on one hand, universities are incited to value the result of their research; on other hand, SMEs are encouraged to strengthen their capacity to innovate. The common sense might suggest just that these two types of organizations just have to work together remove a mutual benefit from it. Unfortunately, relationships between academic and socioeconomic world are struggling to establish themselves and remain largely focused on large companies. Studies led on collaborations universities-SMEs or on technology transfer from University towards SMEs draw up balance sheets more than very reserved. This state of fact continues in spite of the various structures of intermediation set up by the public authorities since more than a dozen years. It is therefore urgent to consider new forms of organization. In this context, this article presents an original structuring of the valuation of the research in of a university in order to answer the question
